The goal of the program is to identify, motivate, educate and mentor the “college-aspirational” students at Richmond’s three public high schools in order to have as many students as possible apply to, attend, and graduate from four-year colleges. We want to change the lives of the students in the program so they can ultimately improve the lives of their families and change their communities.We serve 9 through 12 graders and offer the following services:
- On-campus advising
- Mentoring
- Tutoring
- College Application Fees Coverage (we pay for up to 12 applications)
- Field Trips
- Professional development opportunities
- Grant every 4 year bound senior a $2,000 to $3,000 scholarship

The Early Academic Outreach Program has partnered with schools, districts, community organizations, and families in the Bay Area for over 45 years. EAOP helps prepare students for college by creating a community of young scholars and offering college preparatory advising and academic enrichment opportunities. Our staff serves students from Alameda and Contra Costa Counties.

Our work aims to address the main barriers to college success. Particularly for low-income students who are the first in their family to go to college, barriers to college access and degree attainment begin at a young age, persist until graduation, and fall into the following categories:

Building college knowledge to help students to begin academic and financial preparation well before they graduate from or even enter high school.College Affordability

Our Mission
The Mills College Upward Bound program has played an integral role in the Oakland Unified School District for the last 45 years and now begins a relationship with the West Contra Costa Unified School District to continue to build and expand close relationships with eligible students and their families. Our goal is to equip students with the skills and motivation necessary for college graduation.

Upward Bound (UB) is a federally funded educational program for low-income (as defined by federal income guidelines) and/or first-generation to- college students. The Upward Bound program works with an annual budget of $790K. UB provides free services and activities on a year round basis to motivate and prepare students for success in education beyond high school. Students accepted into the program are expected to remain in the program until high school graduation and make a serious commitment to their academic education. Parents/guardians are also expected to make a commitment by attending meetings and ensuring that students meet their program responsibilities.
